INTRODUCTION AND BACKGROUND

Puente de la Costa Sur, through its affiliate Puente Housing Solutions (PHS), LLC, works toward
housing solutions for unincorporated South Coast communities in San Mateo County, California.
PHS’ first project is to preserve farmworker housing in Pescadero, CA through the acquisition of
the Delano Nursery, home of the former Pescadero Union High School, built in 1925, which was
converted to farmworker housing in the 1980s. Puente is committed to making the necessary
improvements for safe and dignified living while keeping these units affordable for community
members for years to come. The properties located at 429 and 285 North Street, Pescadero,
comprise two parcels equaling 13.5 acres, and they are subject to the Williamson Act.
The RFP is for Phase I of the project, which is to preserve and rehabilitate the existing ten
residential units at the former high school building located at 429 North Street, Pescadero, CA,
APN: 087-042-010. The units are designated for farmworkers and regulated by the County of
San Mateo. The building currently contains six family living units with ensuite kitchenettes and
bathrooms, as well as four additional single units that share a communal kitchen and two
bathrooms (one each for women and men). The project site is in Pescadero proper and is walking
distance from the general market, elementary school, social services, and program offices of
Puente. The site is served by a domestic well, on-site wastewater (septic), propane, and public
electric services. The Pescadero Creek runs along the rear (South side) of the parcel. Phase I and
Limited Phase II Environmental Assessments and a Capital Needs Assessment have been
recently completed.

SCOPE OF SERVICES

PHS is seeking a qualified architectural firm to develop and complete a Preliminary
Architectural Report (PAR) according to all applicable California Housing and Community
Development (HCD) and USDA housing programs funding requirements that are allocated to
serve farmworkers in rural communities. The selected firm will work with PHS to provide
master planning services for the development and renovation of the residential building (the
former high school building), and its adjacent parking/grounds.
The selected firm will be required to produce conceptual plans and schematic design as a part of
predevelopment services upon a series of robust community engagement sessions to ensure that
the final plan reflects and incorporates the needs and wishes of current and future residents
within the limit of feasibility.
The following is a detailed scope of required Master Planning services:

Meetings:
o The Firm shall participate in a range of progress and trouble-shooting meetings as
necessary with Puente’s Board, the Housing Committee, the Housing
Development Manager, and the Director of Community Engagement and Public
Policy, throughout the pre-development and planning period.

● A minimum of four (4) community engagement sessions:
o The Firm will plan and facilitate at least four community engagement sessions
with current tenants, eligible future tenants, and the staff of Puente and PHS LLC.
o The sessions must be conducted in Spanish with the translation available for
monolingual English speaking participants.
o These sessions must adopt an approach of Public Interest design that emphasizes a
human-centered and participatory design practice that includes cultural,
ecological, economic, and social issues on both conception and schematic plans.
o The sessions must be facilitated in a way that respects privacy and safety of
current and future tenants.
o For public information purposes, the Firm will prepare and deliver at least one
presentation to the Pescadero community at large during the concept design stage.

● Concept Design:
o Perform design services and attend regular coordination meetings as needed.
o Review existing conditions and community planning documents.
o Illustrate at least two conceptual designs for the project site upon the conclusion
of the community engagement sessions.
o Share conceptual design drawings with project partners for review.
o Proposed design should reflect lessons learned from the community engagement
processes.

● Schematic Design:
o Illustrate at least two schematic designs for the project site.
o Share schematic design drawings and cost estimates with project partners for
review.
o Proposed design should reflect lessons learned from the community engagement
processes.

● Coordinating Plan Review and Permits:
o Coordination with local permitting authorities and submission of site plan for
review and building permit application to the authorizing jurisdiction. Building
permit application fees will be paid by the Owner.

PROPOSAL REQUIREMENTS
The interested Firm shall submit a proposal that includes a technical section and a fee section,
bound within one document.

The Technical Proposal shall address the following specific issues:

1. A summary of the Firm’s experiences with similar projects, community engagement
processes and experiences working with community stakeholders of diverse backgrounds.
2. A project schedule indicating the projected duration of the major tasks and subtasks
identified in the scope of work should be included.
3. A discussion about the Firm’s current workload and availability of staff, including
monolingual Spanish speaking staff, to deliver this project on schedule.

The Fee Proposal shall identify the derivation of the total fee by indicating:
1. The level of effort in labor hours for the various tasks and subtasks corresponding to the
scope of services and the technical proposal
2. The job classifications and direct hourly rates applied to the work tasks.
3. Assumptions made in estimating time and costs.
4. Include a master spreadsheet that includes total level of effort (labor hours) for each task.
The spreadsheet shall list job classification, projected hours, pay rates, overhead factors,
direct costs, and profit in separate columns.
5. The completing of a Cost summary.

AWARD EVALUATION BASIS
Respondents will be evaluated according to the following factors:
a. Experience with Affordable housing projects in rural communities 15%
b. Relevant Experience with Community Engagement and Public Interest Design 30%
c. Relevant Experience with Similar Funding Sources 15%
d. Knowledge and Experience with relocation and rehabilitation 10%
e. Availability and Capacity to meet Desired Schedule 15%
f. Proposed Fee 15%

The selection of finalists to be interviewed will be based on an evaluation of the written
responses by a selection committee, which will include Puente Housing Solutions, LLC Staff,
Board, and the housing committee members. The award will be made to the most qualified
respondent whose proposal is deemed most advantageous to Puente Housing Solutions, LLC; all
factors considered. Unsuccessful offerors will be notified as soon as possible.
